The Philippine Council for Agriculture,
Aquatic and Natural Resources Research and Development (PCAARRD) in
coordination with Western Visayas Agriculture Aquatic and Natural Resources
Research and Development Consortium (WESVAARRDEC) conducted a “Seminar and
Sharing of Good Practices in Public Sector Procurement” at Smallville 21 Hotel
last September 8-9, 2015. The training aimed to enhance the capacity and
capability of those involved in procurement to facilitate the implementation of
R&D projects. The Iloilo leg is a part of a seminar series conducted nationwide in Los Baños, Baguio City, Cebu City , Davao
City and Cagayan de Oro City.
In Iloilo City, the participants from
PCAARRD project implementing institutions such as SEAFDEC-AQD, University of
the Philippines in the Visayas, Department of Agriculture RO 6 and WVSU
attended the seminar.
Director Renato M. De Vera, Director of DBM
Region IV-B and member of GPPB Composite Team of Trainers served as the
lecturer and resource speaker during the two-day seminar. The important topics covered by the seminar
included the following topics: (1) Procurement Planning Updates/Amendments to
RA 9184 and its IRR; (2) Guidelines of
procedures of the procurement of goods, infrastructure and consulting services;
(3) Alternative modes of procurement;
(4) Negotiated procurement; (5) New issuances and amendments and their
implications. An assessment and evaluation of issues and concerns regarding
procurement cases was also tackled by the resource speaker.
