ASU hosts 4th National AFFNR Extension Symposium

The Aklan State University hosted the 4th National Agriculture, Fisheries, Forestry and Natural Resources Extension Symposium on May 2-5, 2012 at the ASU Review Center, Banga, Aklan, with the theme “Agriculture, Fisheries and Natural Resources Extension Service: Securing Active Responses to Uncertain Weather Events.”

The two-day national symposium, sponsored by the Philippine Extension Network, Inc. (PEN), aimed to provide a venue where community of scholars, extension practitioners and policy decision-makers, seek to stimulate interaction and share a wide range of platforms on emerging issues threatening Philippine Agriculture research development and extension due to changing weather conditions.

The PEN, Inc., as national organization of extension professionals and practitioners is the partner advocate in creating avenues for the continuing development of a cadre of morally responsible, competent, dedicated and self-directed experts in the pursuit of advancing theory and practice of extension.

Participants to the symposium are extension professionals and practitioners composed of State Universities and Colleges Vice President for Research and Extension, Directors for Extension, coordinators and faculty-implementers of extension activities.

Dr. Rex Victor O. Cruz, Chancellor, University of the Philippines in Los Baños, in his keynote address, said that securing active responses to uncertain weather events is to obtain sure, lively, positive and dynamic solutions to the problems brought about by climate change. In the context of the environment and agriculture and fisheries sectors, it involves the adoption of environment-friendly practices in pursuit of food security and sustainability, as well as the preservation of natural resources.

He emphasized that securing active responses also entails continuously addressing the long-standing issues of research-extension dichotomy. Research results have to be translated into extension messages, and extension messages to be delivered using effective extension strategies or modalities.  There have to be effective mechanisms to address these issues.

Dr. Josefino C. Comiso, Physicist and Senior Scientist Laboratory for Hydrospheric and Biospheric Sciences, Earth Science Division of the U.S. National Aeronautics and Space Administration (NASA) Goddard Space Flight Center in Maryland, United States of America, in his presentation conveyed about the global perspective on climate change.

He stressed that global warming trend is about 0.1oC per decade; the trend in the Arctic is about 0.6oC per decade confirming amplification of the signal in the region; warming signals are prevalent in the Arctic with the perennial ice cover showing a rapid decline of 15% per decade; the Antarctic is showing the opposite but longer term studies show overall warming, especially in West Antarctica; other polar parameters such as glaciers, snow, ice sheet and permafrost also show warming signals; in other regions of the world, higher frequencies of extreme events and heat waves are observed.

He added that in the Philippines, higher frequencies of typhoon, flooding, drought and fire have been observed in recent years; and effective mitigation and adaptation strategies are required to preserve current quality of life.

Dr. Esteban C. Godilano, Technical Expert on Climate Change and DA-Secretary’s Technical Advisory Group of Department of Agriculture discussed about the Impacts of Climate Change in the Philippines: Challenges and Opportunities to Agricultural Extension and Education.  Specifically, he highlighted the following concerns: science behind climate change; global warming and climate change; space technology in mapping; impacts in the Philippines; DA Climate Change Policy; Extension Strategies; Climate Finance; and what everyone can contribute.

Dr. Virginia R. Cardenas, of the Global Forum for Rural Advisory Services for Asia-Pacific Islands talked on Asia-Pacific Islands Rural Advisory Service (APIRAS) and Regional Networking for Rural Advisory Services.  

Various research development and extension projects were presented during the concurrent sessions particularly on Strengthening Inter-Institutional Collaboration and Networking of Climate Change-Related Extension Programs; Advocating Climate Change-Related Policies; and Enhancing Capacity of Extension Stakeholders on Climate Change-Related Extension Programs.

Meanwhile, during the symposium, PEN, Inc. recognized the meritorious performance of extension practitioners, extension projects and researchers in the country.  Likewise, it held its election of officers for 2012-2014 wherein ASU’s Vice President for Research and Extension, Dr. Anna Mae C. Relingo, was re-elected Member of the Board.

FITS Libertad STBF Field Day features MS Into

To promote enhanced ginger processing with zero-waste technology through Science & Technology-Based Farm (STBF), the Farmers Information and Technology Services (FITS) Center of Libertad, Antique hosted the STBF Field Day on Ginger Ale Powder Processing featuring the technology of Magsasaka Siyentista (MS) Neri Into, farmer scientist of the Western Visayas Agriculture and Resources Research and Development Consortium (WESVARRDEC) on April 30, 2012 Brgy. Inyawan, Libertad, Antique.

Some 80 ginger farmers, processors, members of Inyawan Barangay Council, Magsasaka Siyentista, FITS managers, Technology and Information Service Specialists from Aklan and Libertad, Antique witnessed the activity.

MS Into showcased her experiences on enhanced ginger processing that include the use of grinder to hasten ginger juice extraction, standardized product taste using refractometer, and processing ginger pulp into pastillae and other by-products.

MS Into expressed her gratitude to the Philippine Council for Agriculture, Aquatic and Resources Research and Development (PCAARRD), WESVARRDEC, LGU-Libertad and Aklan State University as Partner Member Agency for all the support extended to her and the community as a whole.

Representing WESVARRDEC Director Joseph Edward O. Idemne, Dr. Reynaldo Dusaran, Regional Techno Transfer and Promotion (RTTP) Coordinator, in his message, encouraged the ginger producers and processors to continue integrating science and technology in their farm practices. He stressed that ginger industry has great potential in the region as well as in the national and international markets.

Dr. Marliyn E. Romquin, Dean of ASU-College of Agriculture, Forestry and Environmental Sciences (CAFES) who represented ASU President Danilo E. Abayon, conveyed the full support of the University to the project.

Dr. Alma I. Irader, Professor of ASU-CAFES and the Technical Expert, shared the result of the STBF project.  With the usual practice of MS Into, 20 kilograms of raw ginger took two days for three persons to produce ginger powder, while with the interventions applied through the STBF, she was able to produce ginger powder in four hours.   She added that the ginger pulp that she used to throw away was processed into other products such as polvoron, pastillae and jam.

According to Dr. Clyde G. Abayon, Techno Gabay Program Team Leader and Focal Person, the STBF seeks to address the problem on faster processing of ginger ale powder and other products to obtain a zero waste technology and showcase and promote the S&T intervention in the processing of ginger rhizomes into ginger ale powder and other by-products to other farmers and processors in the locality.

WESVARRDEC celebrates Mango FIESTA

“Celebrate life with science and technology.” This is according to Dr. Edna Anit, Assistant Director, Crop Research Division of Philippine Council for Agriculture, Aquatic, Forestry Research Resources and Development Council (PCAARRD) in her message during the opening program of the Farms and Industry Encounter through Science and Technology Agenda (FIESTA) sa Manggahan Festival on April 16-20, 2012 in the Province of Guimaras.  


Dr. Anit, with Guimaras Governor Felipe Hilan A. Nava and Dr. Joel P. Limson, Chair of the Regional Research Development Coordinating Council (RRDCC) led the cutting of ribbon to formally open the week-long Manggahan Festival 2012 and agro-trade fair.

The activities started with street dancing competition participated by different towns and barangays of Guimaras. Participants boasted their colorful and attractive costumes as well as their graceful dance steps and styles.


Representing PCAARRD Executive Director Dr. Patricio Faylon, Dr. Anit, in her message, said that PCAARRD promotes the science behind the success of the mango industry in the Province. She added that the success of the island’s mango industry did not happen by chance and among other factors, science underpinned the successful mango industry  of Guimaras.


According to Dr. Anit, FIESTA, as a strategy of PCAARRD celebrates life with science and technology.  It conveys the message of abundance and prosperity in the agricultural industry as well as its various business opportunities to a focus agricultural S&T that is synonymous to a progressive agriculture food industry.


Exhibits of mangoes and other Guimaras products overcrowded almost eighty percent of the agro-trade fair area. Likewise, in the Western Visayas Agriculture Resource Research and Development Consortium’s (WESVARRDEC’s) exhibit booth, products from different Farmers Information and Technology Services (FITS) Centers and Partner Member Agencies were schowcased  for the whole week.


On the same day, a Technology Forum on Mango was conducted as part of the week-long event. The forum aimed to promote the S&T initiatives of the different partners in mango industry, in addressing the problems in producing mango in the Province as well as in making in making it a worldclass export of the country.  


Some 100 participants attended the forum composed of students, farmers, mango growers and producers, investors, representatives from government agencies and media personnel. Forum topics inlude Regulatory Support for the Guimaras Mango Industry discussed by Mr. Ronnie Morante, Provincial Agriculturist of Guimaras; Status and Updates of Mango Industry by Mr. Yondre J. Yonder, OIC Center Chief of the BPI-National Mango Research and Development Center; and Value Chain of Mango Industry in Guimaras by Ms. Ma. Carmen Ituralde, Provincial Director of DTI in Guimaras. WESVARRDEC’s Magsasaka Siyentista Rebecca Tubongbanua also talked on how Science and Technology helped her innovate and improve her business on mango based products, titled “Bugay sang S&T”.


FIESTA CONTESTS
During the event, various FIESTA contests were conducted on the 18th of April.  The contests include Cookfest, a cooking contest of different delectable mango recipes that are testaments of the value-adding aspect for mango; photojournalism and on-the spot essay writing contests featuring the Manggahan festival and the FIESTA.  Participants were students from national high schools, state colleges and universitities from all over Guimaras and Iloilo.


For the cookfest competition, school category, the Central Philippine University won 1st place while Guimaras State College won 2nd place with the main dish “Fried Fillet with mango salsa”. For the open category, “Valenciana de Mangga” of Ronnel Gaborno & company won 1st place and the “Seafod Sweet & Sour with Mango” of Glenn Gadut & company won 2nd place.  Other winners of the contests are:

1st place – “The Best that Guimaras Ever Has” by Christian Kent Ceriola of Guimaras State College
2nd place – “Guimaras: Blessed by Golden Sweet Fruit” by Jethro Terence Gobuyan of Jordan National  High School
3rd place – “The Golden Gift from Above” by Gay Margarett Gange of Jordan National High School


2. On-the-spot- Essay Writing Contest (College Category)
1st place – “You’ve Caught the Yellow Fever” by Katrina Mae Sencil of West Visayas State University
2nd place – “Guimaras Golden Fruits: Competing to the World Market through S&T” by Rozie Mae Gepaya of Western Visayas College of Science and Technology


3. Photojournalism
1st place – Krezyl Joyce Pugna of West Visayas State University
2nd place – Patti Marie Ferrer of Guimaras State College
3rd place – Jhona Mae Gouzon of Jordan National High School
