FITS OPA Negros hosts photography workshop

The Farmers’ Information and Technology Services (FITS) Center in Negros Occidental organized the Basic Photography Seminar-Workshop July 16-17, 2009 to train the staff of the Office of the Provincial Agriculturist (OPA) on photo documentation of its various projects and programs.

The two-day activity, held at the Tourism Audiovisual Room of the Provincial Capitol Building in Bacolod City, included lectures, workshops, presentation and critiquing of photo output as well as a photo contest.

The participants were trained by Mr. Niño Manaog of the Regional Applied Communications Group of the Western Visayas Agriculture and Resources Research and Development Consortium (RACG-WESVARRDEC) where OPA is an active member. Prof. Vicente Tan of the University of the Philippines-Visayas Chancellor’s Committee for Culture and the Arts was one of the judges of the photo contest.

OPA Planning Section Chief Samson Garzon Jr., a workshop participant, said the topics were interesting and useful in documenting events at work. “Through this activity, we could already produce more significant photos that could be used for accomplishment reports, PowerPoint presentations, press releases, and other information materials,” Garzon said.

“Workshop participants requested for an advanced course on photography as well as desktop publishing seminar-workshop which will be helpful in the production of printed materials on various farming technologies,” said FITS-OPA Manager Edna Garde.

Gracing the seminar-workshop was Dr. Cora Navarra, RACG Coordinator of WESVARRDEC, and Dean of the Graduate School of the Capiz State University in Mambusao, Capiz.

WESVARRDEC lauded in FITS OPA Iloilo launch

Big impact.

This was a phrase from Department of Agriculture (DA) 6 Regional Director Larry Nacionales’s message citing WESVARRDEC for its big impact in rural development in a speech read by DA Regional Technical Director Joyce Wendam during the launch of the Farmers Information and Technological Services (FITS) Center July 08, 2009 at the Office of the Provincial Agriculturist (OPA) Iloilo in Iloilo Provincial Capitol, Iloilo City.

Nacionales praised WESVARRDEC for its provision of expertise and resourcefulness in its continuous partnership between and among its partner member agencies (PMA) and the academe.

Nacionales said that WESVARRDEC’s impact is one of a kind, citing the consortium’s information and communication technology (ICT) as very helpful in the field of agriculture. Through ICT, farmers and other clientele gain access to information, further proving the relevance of information to rural development.

FITS managers, farmer scientists, experts and public officials—Iloilo Governor Niel Tupas, WESVARRDEC Director Joseph Edward Idemne, MS Rebecca Tubongbanua of Guimaras and MS Ramon Gonzales of Bingawan, Iloilo and FITS Manager Jesus Balila of Barotac Viejo, Iloilo, among others—witnessed the blessing of the FITS Center and the unveiling of the FITS billboard.

The event was hosted and organized by FITS OPA Iloilo led by Manager Joe Nacionales, Aklan State University (ASU)’s Dr. Ana Mae Relingo, WESVARRDEC RTGG Coordinator and the WESVARRDEC staff. A number of media practitioners covered the events including ABS-CBN Iloilo, GMA Iloilo and the Philippine News Agency (PNA).

2 papers cited in CHMSC’s IHR

Two papers were cited good researches during the in-house review of the Carlos Hilado Memorial State College, a partner member agency (PMA) of Western Visayas Agriculture and Resources Research and Development Consortium (WESVARRDEC) held July 9, 2009 at CHMSC Binalbagan Campus. These were the management practices of grouper by Dr. Mario Abeto and the paper on Jatropha Oil Extractor Machine of Mr. Ronnie P. Iwayan. The top researches automatically qualify as official entries in WESVARRDEC’s upcoming regional symposium in August.

Composed of seasoned research evaluators from across the region including WESVARRDEC Director Joseph Edward O. Idemne, who headed the panel, Dr. Edgardo G. Pineda and Dr. Aldwin M. Teves of Negros State College of Agriculture (NSCA), Engr. Igmedio Tabianan Office of the Provincial Agriculture (OPA) of Negros Occidental and Dr. Romeo D. Caturao of the Polytechnic State College of Antique (PSCA), the panel evaluated six projects and five proposed studies in all.

WESVARRDEC Director Idemne encouraged researchers to continue doing research for the technical and financial support opportunities of the agency in order to address the needs of the farmers in Western Visayas.

Dr. Benny A. Palma (in the picture), OIC president of CHMSC, said he puts more importance to research for the development of the countryside sectors and of the country’s competitiveness edge in field of technology worldwide.

Enjoining collaboration and cooperation in research, Palma likewise stressed the need for research in the fields of food security, biofuel or renewable alternative sources of energy, climate change mitigation, and post-harvest facilities, among others.




WESVARRDEC tours Negros

Ti, anong maayo? (So, what’s good?) This must have summed up WESVARRDEC’s recent Negros cross visit, inspired from one of the speeches of Magsasaka Siyentista (MS) Ramon Peñalosa of Bacolod City, Negros Occidental who was one of the hosts of the visit.

Under the auspices of the Regional Techno Gabay Group (RTGG) of the Western Visayas Agriculture and Resources Research and Development Consortium (WESVARRDEC), some 17 Magsasaka Siyentista (MS), 15 managers of the Farmers Information and Technological Services (FITS) Centers, and various team leaders of the consortium’s RTG including WESVARRDEC staff toured Negros Occidental and Negros Oriental through their collaboration with the RTGG of the Central Visayas Consortium for Integrated Regional Research and Development (CVCIRRD) from June 15 to 19, 2009.

The delegation composed of 60 participants visited the farm and laboratory of Ramon Peñalosa in Victorias City, Negros Occidental. Touring Negros Oriental, the team then proceeded to the host consortium CVCIRRD who brought them to Amor Vermi Farm in Dumaguete City, the home of Greenbase vermi-compost bio-organic fertilizer and Microbase, a beneficial microorganism liquid concentrate ideal for livestock and poultry and solid waste and water treatment practices.

The WESVARRDEC team also toured Siquijor island, visiting the FITS Centers of Maria, Lazi and Larena, among others. In FITS Maria, they witnessed an ongoing food processing training. They were also hosted by FITS Pangi in Siquijor.

On the fourth day of tour, the team went to a pilot Bio-Diesel Processing Plant in Bayawan City, a joint project of the city mayor’s office and the office of the city agriculturist. They also checked out a water treatment facility in Bayawan City.

In all, the participants visited the farms of two MS—one in Siquijor and another in Bayawan , Negros Oriental. The visit was capped by a fellowship dinner on July 18, 2009 hosted by the CVCIRRD under the leadership of Director Peter Dayot of the Negros Oriental State University (NOrSU).

FITS Manager Eva Montero who is based in Northern Iloilo Polytechnic State Colleges (NIPSC) in Batad, Iloilo, said “I was impressed with our visit to Bayawan City (Negros Oriental). I admired the effort of the city government to implement programs such as the biodiesel plant.” According to Montero, the initiative has not only helped them solve the problem on their diesel fuel expenses but also have given alternative livelihood to the farmers. On the other hand, MS Baltazar Gumana of FITS Pavia in Iloilo suggested that in the future he expects more interaction with fellow MS from the host region.

Ti, anong maayo? Peñalosa’s question must have summed up the essence of the entire cross visit or study tour, owing to the main purpose of the said lakbay aral. The activity aimed to provide learning for the participants and knowledge and technology sharing between and among MS, FITS managers and AFNR enthusiasts.

RACG reps, ISS study photography, publishing

On July 1–3, 2009, 12 representatives of Regional Applied Communications Group (RACG), and 25 Information Service Specialists (ISS) from among the 34 Farmers Information and Technology Services (FITS) Centers across the Western Visayas participated in the Basic Photography and Desktop Publishing Workshop sponsored by the Western Visayas Agriculture and Resources Research and Development Consortium (WESVARRDEC).

The three-day study workshop held in the Training Rooms 1 and 2 of University of the Philippines (UP) Visayas lent the expertise of WESVARRDEC Staff. Regional Management Information System Group (RMISG) Staff Bill Willard Gange, himself a member of the Photo Artists League of Iloilo (PALI), lectured on basic concepts in photography. Participants were taught the basic handling of digital cameras, and took pictures in the UP Visayas City campus.

RACG Staff Niño Manaog led the lecture on desktop publishing, basic layouting skills and principles of design. For the publishing workshop, participants critiqued their own and other fellow participants’ programs, certificates, IDs and Information, Education and Communication (IEC) materials including brochures and posters.

Outstanding outputs from these workshops were chosen by RACG Coordinator Cora Navarra of the Capiz State University (CapSU) and WESVARRDEC Director Joseph Edward Idemne. The winning works were later posted on the consortium’s social networking website, wesvarrdec.ning.com. Navarra said the workshop yielded a good number of materials which will see publication through the WESVARRDEC RACG.

Jethro Dagunan, RACG representative of Carlos Hilado Memorial State College (CHMSC) based in Talisay City said the learning was important because of the “nice and practical information” provided by the lecturers. Dagunan hopes that “many IEC materials may be realized” after the workshop.

Vishia Mae Dominic Tolcidas, ISS of Office of the Provincial Agriculturist (OPA) Negros Occidental also commended the team, and requested an echo seminar for their base office on July 16–17, 2009.

Other participants like Marietta Benedicto, an ISS from FITS Buenavista in Guimaras extended gratitude for the learning and the sense of belongingness she witnessed in the “WESVARRDEC family.”

The three-day study also drew participation from non-RACG and non-ISS members of WESVARRDEC’s partner member agencies, namely: DA-RFU 6 and other LGUs.
